Should zoning rules governing home-based businesses be relaxed to allow for occasional customer visits and/or non-resident employees?

The city's zoning ordinance currently allows home occupations in residential zoning districts, which is common practice throughout the U.S. The ordinance imposes several restrictions on home occupations, including a prohibition on "public contact" and on employing persons who do not live in the dwelling.
